FCC Medio Ambiente awarded the new urban services contract for Pinto (Madrid)

Pinto City Council (Madrid) awarded the new waste collection, street cleansing and household waste recycling centre management municipal services to FCC Medio Ambiente, in a joint venture with a company from the sector. The contract represents an order book value of €72.4 million for the next ten years, with a possible five-year extension.

The new contract will have 65 vehicles and 116 people on the workforce, and is committed to the sustainability of the services, with 60% of the fleet being fully electric, including multi-fraction ancillary vehicles, sweepers or hydro-cleaning and workshop vans, as well as all sweeping trolleys, aligned with the commitment of the Pinto City Council and the joint venture to care for the environment and sustainable urban development. The contract highlights innovation and technology and will include a computerised service management and control platform, as well as a management app for operators and another for citizens, ‘Pinto Reutiliza’ ("Pinto Reuses"), in addition to GPS technology embedded in vehicles and machinery and UHF tag container identification.

As for the waste collection service, the separate collection of the organic fraction will be introduced and it will acquire a brand new fleet, including ten collection lorries, all of which will comply with the Euro VI-e standard in order to reduce polluting gas emissions and meet European sustainability regulations. They will also be soundproofed to reduce noise pollution. There will be door-to-door collection for commercial waste, as well as for furniture, bulky items and waste of electrical and electronic equipment (WEEE), which will then be deposited at the municipal household waste recycling centre. Also worth noting is the complete renovation and unification of the entire container fleet.

In the street cleansing service, 100% electric and soundproofed vehicles and machinery will be used, which will not emit gases or noise during work. The saving of water in washing tasks is emphasised with the installation of a high-pressure, low-flow pump and sweepers equipped with water recirculation systems. The service will incorporate four cameras for the automatic detection of graffiti in the inspection vehicles, as well as a sandblasting van equipped with a colour analyser to study the affected area and determine the exact colour to be applied to the wall to be cleaned. Of particular note is the incorporation of a gum removal machine and two reinforcement teams during the autumn leaf-fall campaign.

The service will also manage the municipality's household waste recycling facilities and mobile recycling centres, as well as ten mini-curbside recycling centres. The construction of a workshop for the recovery, reuse and repair of furniture and household bulky items will be carried out in the service's premises, which goes hand in hand with the implementation of the citizen app "Pinto Reutiliza" ("Pinto Reuses"), with the aim of promoting the exchange and recycling of household items.

Lastly, a communication plan has been developed to publicise the implementation of the new service and raise public awareness of its impact on the environment. The plan will include campaigns to promote recycling and best practices, as well as the implementation of organic waste collection, and will have an environmental educator who will carry out training and dissemination through talks, workshops and educational activities.
